CreatePassKeyFile: Access to the path...\pass.tpi is denied

QuickBooks Desktop (Pro, Premier or Enterprise)
If you receive this message when starting Transaction Pro Importer/Exporter 5/6 or Deleter 2.0:  
Error: 9998001 - CreatePassKeyFile: Access to the path...\pass.tpi is denied
 
Make sure you have write permissions to the following folder on this machine:   C:\ProgramData\01 Transaction Pro Importer (or Exporter) 5.0/6.0.

Hello Team, we're using TPI 6 and a few days back, some of the users who are using it since a long time, started complaining that they're getting this error. So, could you tell me why does this issue occur and what is it's permanent fix?

The permanent fix is to make sure that all uses have write permissions to the folder in the article above.
